Virginia has strict rules about licencing and registering cars, including verifying legal residence to get a drivers licence. This you must do within 30 days of entering the state. I'm afraid we broke that law but it wasn't because we weren't trying to comply. It took us 5 tries at the Department of Motor Vehicles, we were always missing some document.
We felt frustrated almost beyond our patience, but Kris laughed when we left with the documents and said "Like Nephi, we finally got the plates."
