1) If people are going to complain about language, maybe they should learn to write good English. With the misplaced quotes on the sign, they become "sneer quotes" making the reference to "English" sarcastic.
2) I agree that people need to learn English, and I don't know anyone who doesn't WANT to learn, it's just so difficult! My last research included words that English has borrowed from 67 different languages including Old French, Norwegian, Chinese, lots of place names that come from indigenous languages, and several Middle Eastern Languages. No wonder spelling and pronunciation are so irregular.
3) If the customer can't read the sign in English, then how does he know he must order in English?
